Charles Howard was a minister of the Church of England and authorised to officiate at weddings. It appears that in this case Governor Hindmarsh provided marriage licences to expedite the process, as on board ship it would not have been possible to meet the normal requirements that the banns, or notice of the couple’s intention to marry, be given three times at the parish church of each of the betrothed.
